A stable on every fic challenge request form I do, is that I won't be made write Death Eaters (except Snape, Peter and Regulus). What I really mean is that I don't want to write the elder Malfoys and Bellatrix. The rest of the Death Eaters are really more of a blank slates which is usually somewhat fun with. I don't want to write Bellatrix because while she fascinates me, I'm completely unable to empathize with her (which I can with Voldemort and that freaks the hell out of me). As for Lucius and Narcissa, I'm just so damn disinterested in them. The only person who had made them interesting to me besides JKR, isbuttfacemakani and that's when she makes them comical (and she's damn good at that). I've never read a fic where I cared for Lucius and Narcissa. I don't get them. I can't empathize with them (except Narcissa in Spinner's End in HBP and that was the only time I felt that). Draco, on the other hand, holds more interest for me. Maybe because even in canon, he's a bit funny and also we all know the kids who talk hard but can't back it up properly. That gives him humanity which I don't feel that Lucius has and I've only felt from Narcissa in HBP. I've never read a fic where I feel that Lucius and Narcissa are portrayed as people with some kind of heart or passion or drive. It just feels like they are the way they are because they are supposed to be that way.
I do realize that a lot of people in the fandom feel quite differently about Mr and Mrs Malfoy. There was such a great talk at Patronus about Lucius Malfoy and the lady giving it (lysa1) gave very good reasons for why she found Lucius fascinating and I could understand why she felt like that while I couldn't agree with her in any way.
